Restrictions in the Cuban Electoral Law such as “effective residence” requirements have excluded more than two million Cubans residing abroad from participating in the national referendum on the Family Code of September 25. While sixteen other countries in the region allow all citizens living abroad to vote in elections, Cuba only grants this right to individuals who are part of official assignments such as diplomatic, sports, or health missions. The initiative led by Transparencia Electoral and DemoAmlat provides a way for Cubans living abroad to register and exercise a symbolic vote. This is the first organized effort of the diaspora community to highlight the existing barriers for Cubans abroad to exercise their political rights as Cuban citizens.
