Financial Action Task Force (FATF): Public Consultation Aimed at Protecting Civil Society Organizations from Terrorist Financing Abuse

Many governments around the world use counterterrorism as a pretext for introducing restrictive measures on civil society groups. Now, the Financial Action Task Force (FATF) which leads global actions to tackle money laundering, terrorism, and proliferation financing, seeks to address this issue. FATF is considering proposals for the draft amendment text to Recommendation 8 (R.8) of FATF Standards, which aims to protect civil society organizations from potential terrorist financing abuse. This effort seeks to address the problem of the over-application of preventive measures to the civil society sector in some countries, recognizing the negative impact this can have on legitimate civil society activities. FATF is welcoming input from practitioners, experts, and stakeholders from the civil society sector and financial institutions.
