Using data from its extensive COVID-19 Civic Freedom Tracker, The International Center for Not-For-Profit Law’s (ICNL) has published an analysis calling out nine key ways that some government pandemic responses have restricted civic freedoms. ICNL has paired this report with another that takes the opposite approach and highlights a number of positive government responses.
